Abstract

The conditions of evaluation, its methodological implications and the criteria used in evaluating the CIVITAS programme were introduced in the first part of the present article, in issue 1/2004. This second part uses selected evaluation results for one specific type of project — mobile counselling — to show the potential of the projects and the difficulties they encounter. By critically assessing examples taken from the actual work of mobile counselling, it is possible to draw attention to ambivalences and specific problems of the programme, in order to enable projects and future programmes to optimize their work.
